The DRC has taken steps to establish a formal framework for Public-Private Partnerships (PPPs) to attract private investment in infrastructure, energy, transport, and social services.

✅ Key Legislation:
Law No. 18/016 of 9 July 2018 on Public-Private Partnerships. This is the core PPP law in the DRC. Establishes legal foundations for project design, procurement, implementation, and oversight. Applicable at both national and provincial levels.
Decrees and Ministerial Orders (Arrêtés) complement the law with implementation rules.

✅ Key Features of the PPP Law:
Applies to infrastructure and public service projects exceeding a certain threshold.
Covers Build-Operate-Transfer (BOT), Design-Build-Operate, leasing, concessions, and joint ventures.
Allows unsolicited proposals under strict conditions.
Emphasizes competitive bidding as the preferred procurement method.
Recognizes dispute resolution via arbitration, including international mechanisms (e.g., ICSID).
Stipulates environmental and social impact assessments for eligible projects.
